I think it does, though I have not tried without it. I got a Thrustmaster HOTAS X for around £35 and it does the job well, has plenty of buttons to customize.
The only thing I have not set up on the joystick is power pips [I use voice attack or keyboard] and some rarely used items like scoop. But that is up to you.
