I Suppose i have to give some clarification here in order to avoid having people waste their time.
I Found the information regarding lft 509 permit being available even tho ross 54 is completely glitched at least weird. so i contacted support again. apparently the information regarding lft 509 came from some outdated source, but upon consulting with the devs it was confirmed that lft 509 permit is not available. i will leave the full answer here.

In order to ensure that we're giving you fully up-to-date information, I've gone back to our Development Team to clarify the current situation with the permits for LFT 509 and Polaris.

They have confirmed that these permits are currently unavailable, and cannot be obtained in-game at this point in time. I do apologise for any conflicting information that you may have previously received.

This means that the wording of 'This system is locked by the Pilots' Federation, no permits are currently issued' would roughly translate to the permits being unavailable at this point in time.

Regarding the second issue that you highlighted - I have brought this to the attention of the relevant team for their review. Unfortunately I'm unable to advise as to what exactly may be occurring with the system at this point in time, but please rest assured that it has been raised and is being looked into.

Now, this does match the idea of @Rochester that maybe at some point these were in tha game(thus the outdated reply by support regarding their status) but for some weapon became narratively blocked by fdev. maybe the entire idea was scratched? who knows.

This strongly reminds me of the whole Landscape Signal business (also my first contribution to Canonn history, woooo!):

How did you get the isinar permit?
Isinor is near Lave (nearly straight vertical by only a few lightyears). The Chapter of Isinor megaship "Chariot of the Faithful" is in HR 4803. Isinor in TDW novella was responsible for traffic flowing through 11 LY area or so near Ryder home system. The faction controls starports in LTT 4789 and have several surface ports in Hreintania, Kokoto, NLTT 34960, and Arapi.

I find troubling FD apparent lack of interest or support for this quest line, if it is actually one.
Most of us don't, this isn't a storyline, its something specifically put in game for us to solve and find, its supposed to be difficult and take years.
I am still of the opinion that Fdev hold the keys, once certain things have been discovered they will unlock access and to be fair it maybe one of those things we may be happy never to find.

i just think its so weird that brookes would say that someone had visited the system.
Maybe prior to the introduction of permit locks? but if thats so that means raxxla is currently completely inacessible
That's misinformation, sadly, it's been investigated many times and it's just rumour and hearsay. Discard that from any thought processes because no-one knows who said it or when. There's some indication it was said at a Lavecon or something, but again, no proof.
Loved the read and your comments and made me stop and think :)

So picking up on some of your thoughts and questions and here's some of mine in exchange :)
Awesome! Thanks for taking the time to reply :)
Searching for The Dark Wheel?

1. "Honestly I think we've already found the Dark Wheel home system, and the Dark Wheel itself. The confirmation is that we're told in the Codex entry that fake DW get shut down, and that hasn't happened to the Shinrarta faction (the exact opposite, actually)."

I can't really argue with this, however it doesn't mean Shin Rez is their home system?

However the search I am on is for the Dark Wheel base and/or how to get an invite to The Dark Wheel faction and visit the base legitimately.

If you believe any parts of the Codex then I guess you have to believe the others until it's ruled out as an option and as "the original group was based in a disused starport orbiting the eigth moon of an unamed gas giant. The station was toroid, hence the 'wheel', and operated with minimal power output so as to avoid detection, hence 'dark'" then it's their station I am looking for and rule out if there's any link to Raxxla...
I believe the Codex is basically a clue, intended as a story with hints - not 100% factual in every detail, it needs to be read and interpreted as any narrative should be. The whole section on Lyta Crane is, essentially, an unreliable narrator's comments on what she believes.

I think it's likely true that the Dark Wheel was named so due to a station, but nothing says the station is still where it was, or it's still the same as it was. If so you're looking for a 1000 year old station! I think it's incredibly likely that it's simply been moved and/or upgraded over the centuries ... say it's now Jameson Memorial, for example, (or inside it, since a 1000 year old station would surely be teeny tiny compared to a modern starport!).

The fact that there is a beacon mentioning the Dark Wheel around the 8th moon of a Gas Giant in Shinrarta is pretty conclusively close to the Codex - close enough for me to link the two. And who knows there may be a dark station there too that we simply can't see.

2. "A while later you get awarded the rank of Elite by the Pilot's Federation (after much adventuring)..

Is your description how people gain access to Shin Rez who have to get access the intended way?
Is there a message players get mentioning Shin Rez and passing a test or do they just a permit added to their permit list?
This was answered earlier, so I'll just say that I think that general pattern is what a new player (even now) experiences, and I think it's structurally close enough to the method we know from the lore that it's probably what "being recruited by the Dark Wheel" means in the context of what the game can actually do.
4. "Personally, I think the Dark Wheel is a dead end anyway. All the lore says they were searching for Raxxla and never found it."

"To the jewel that burns on the brow of the mother of galaxies! To the whisperer in witchspace, the siren of the deepest void! The parent's grief, the lover's woe, and the yearning of our vagabond hearts. To Raxxla!

— Alleged toast of the Dark Wheel"

Is it directions to Raxxla? If so I guess they found it.... but then forgot how to decrypt it? ;-)

If not then you could be right...
That's a good point! I read the Codex entries as basically the same as all the myths IRL, they're a lot of hearsay and conjecture (Codex even references three such myths). Since this is a game and not real life though, I also assume there is a 'hidden truth' that's informing the Codex entries. Much like the Dark Wheel Codex I assume that the Toast is a clue or code, but it won't lead to Raxxla, simply to a 'next step'.

In the Lore we know for a fact that someone/someones/something has already found Raxxla and has apparently been using it for a long time. We're told basically the same thing in the Codex and original The Dark Wheel novella. I think that's one of the bits that's literally reporting the truth of the matter, Raxxla isn't a stargate sitting on a moon waiting for us to find. It'll be guarded and protected by someone/something that's actively stopping anyone else taking it over.

As I mentioned, I suspect that the problem with Raxxla isn't so much finding it as getting to it or using it (whatever that means) because of who/what is in control of it.
5. LFT 509 is permit locked by the PF, but so it Bellica, Alpha Hydri, Ross 354, Mingfu, Witch's Reach, and I'm sure many more... other than a galmap bug relating to star catalogue names I'm not seeing what makes LFT 509 more interesting than any of those others?

It may not be more interesting than any of the others but it's probably the most weird out of the bunch?
a) Missions you can't do...
b) Popping up as weird Thargoid attacks being around some of those you've listed and LFT 509...
c)The 8th Moon of a gas giant being a possibility based on the system information bought in game from carriers when FD hadn't blocked it...
d) That weird galaxy map bug... or is it...
e) Permit being reported as available by FD support? - "So it should be possible to obtain a system permit for LFT 509, but the permit holder and requisites are unknown" - Which kinda doesn't match what it says in game for the permits...

Or it's just a normal system in Elite Dangerous with some buggy code, bad support people, bad devs wasting time/money on developing missions customers can't enjoy, etc, etc... ;-)

Just some thoughts :)
Awesome :) It may well be important :)

I think this is the case too. I also think they have a timer running (metaphorically) and if we haven't 'unlocked' it at certain points they drop more hints to help (like the Codex entries, which realistically they didn't need to add at all), eventually if we haven't cracked it then they'll most likely drop bigger hints until it's solved. I think originally they'd intended that to happen at the 10-year mark (which matches Odysseus' journey in getting back home as I think is referenced in the DW Toast, and Brookes said there was a "ten year plan" for Elite, and this latest expansion being called "Odyssey" which will still be the title in the original 'year ten'). I suspect that's changed now due to Fdev issues and the pandemic altering things a lot - but it's likely still kicking around somewhere back there.

A very good point especially given the gods of agriculture, wisdom, and war share a very interesting commonality: they are the Chthonic deities. Dreams come true, but sometimes those dreams are nightmares...

I for one agree that caution may, in fact, be warranted. Holdstock had some very dark books.

The difference between gods and daemons largely depends upon where one is standing at the time.

On slightly related note: Allen Stroud wrote the lore for Chaos Reborn. You should probably read it ...

Hmm.
DW == Shinarta Dezra
Raxxla == Grid monolith (basically any Guardian structure)
Shifting the story from the Guardians to the Thargoids.
i swear to god if dw == shinrarta dezra i will (apparently i cannot say it but it has something to do with the bathroom) in a box and personally deliver it to whoever was responsable for that decision

From a pure entertainment and business perspective, wouldn't FD want to build momentum on Raxxla at various time points in game history (ie in the past ten years) if it was something they really wanted to capitalize on? And yet nothing happened.
And wouldn't Raxxla be something FD would capitalize on, if it was the greatest mystery to be solved in game? And yet, they spent real cash building completely different scenarii, instead of making the quest for Raxxla some multi-layered enigma with hard events like they did for any other narratives that happened in game. Not necessarily to reveal anything. But just so people can engage in this narrative knowing it is supported by FD as a quest, and not dead codex lore.
Not even a damn lost relay or ship or log in YEARS, that would mention that Raxxla is actually something solvable or that the Dark Wheel is active in the galaxy. Not even a Galnet news that some efforts are being conducted by (idk) some powers or research lunatics or anything.
Not a proof as something doesn't exists in game of course as it cannot be disproven by the players, but only by FD themselves.

To make a long post short: I find troubling FD apparent lack of interest or support for this quest line, if it is actually one.

Not necessarily so, there could be any number of solutions to this hypothetical question:

It may have been originally intentionally narratively locked, part of the 10 year story arc. If so restrictions would be a necessity, simply to protect the IP and the investment spent on developing said content.

However I agree it certainly would be a missed opportunity not to capitalise on such hype…unless it was due to an absence of imagination or resources, sadly this is far more common in business than most would be led to believe…

It’s equally possible that it ‘wasn’t’ originally intended to be such a big deal. Its quite possible it may have originated from a side project, or Easter egg.

Such a project might have generated too much unwanted attention, or it may have conflicted with the narrative or certain persons personal goals.

It might have unduly focused attention on persons (Holdstock) not involved with the games current IP, or maybe resources were overstretched and became impossible to maintain or even complete; any number of variables could have contributed towards an intentionally quashing of the original idea.

I think sadly the latter is more likely, and probably more preferable than option 1.

Well, so far we lack the station with proof of their authenticity. That said, it is more convincing that Lori Jameson is based in Shinrarta Dezra. Though, it also means the part about Ryders always leading the organization is complete rubbish. However, given the Ryders were added to the organization by Raffe Zetter it kind of goes without saying they weren't first. Nevermind that we also have a Ryder that is an Engineer (Liz Ryder in Eurybia). The same can be said for Mic Turner's son Bill Turner in Alioth. Which is why I kind of always thought Farseer was lying. She hasn't met them!?! No, you are part of The Dark Wheel. You don't see anyone shutting down Shinrarta Dezra or the Engineers because they are the key families that make up the organization.

What was that I said about nightmares are dreams, too?

They've promised that dreams can come true - but forgot to mention that nightmares are dreams, too.

Oh wait, I cannot go to Hell because Peter Jameson has that restraining order on me - for fear I plan on a bit revitalizing TDW's tarnished image. That and if there ever comes proof he's a Construct, I am taking him down personally.

Hehe, not a fan of that idea then? How come?
As a former member of Children of Raxxla, I kind of have a personal vendetta against anyone who was directly involved in cover-ups of the past especially if there may have been larger efforts to hide the true nature of what we call Thargoids (especially if it was done maliciously). Alex Ryder knew about the Oresrians so why the radio silence? Did we unknowingly pick the wrong side to reverse-engineer our technology from? Did that very act of reverse-engineering probably a millennia earlier than we were told set us up for permanent warfare? You'll note we use holographic displays nearly everywhere. Did we set ourselves up for a permanent war with the still very alive traditional-branch Guardians who wants us hunted to extinction? Did finding Raxxla seal our fate as a species?

The only way we get our of this is the reality being widely known. The past is not destiny, but deluding ourselves is certain death ☠️💀.

There is also a Jackie Turner as a mission-giver on the lower concourse at Jameson Memorial.

Felicity Farseer has probably serviced ships from The Dark Wheel and her saying that she's never met them is, at best, propaganda by The Dark Wheel - who probably had some influence on the writing of the Codex articles on themselves and Raxxla. Pinch of salt required.

Not at all!
Consider an example where the Omphalos Rift is disguised as an asteroid in a planetary ring, or a solitary cargo container in a debris field, or an asteroid belt (not saying it is. Just these are feasible ways of hiding Raxxla). That trigger object could be gently orbiting any planet in any system and it would be very difficult to find. There is absolutely no reason for any system permit lock. The Omphalos could be hidden in this way inSol, Tau Ceti, etc etc.

MB had a mischievous sense of humour...I think the Rift could be hidden in plain sight in a heavily visited system (for those with eyes to see)

So who's jumping to LFT 509, Hrimfaxi, Blackwell City edition.

Seems like the same pattern, although it seemed to be less frequent jumps to LFT 509.

Wrt wasting time on the permit; every time I startup ED, it's essentially a massive waste of time. I just do it for fun. Besides, I needed Datamined Wake Solutions anyway :)

Scanning wakes with Tanaga
I spent quite a while trying to wake follow NPC into Witches Reach...it can't be done, you need the permit.

The ‘jewel’ reference is a metaphor, in Galnet it’s that Sol is the jewel of the galaxy. In Milton our pendant globe (universe) was described as being like a jewel because it hung like a pendant jewel and shone like a star of low magnitude in comparison to the brilliance of heaven from which it hung.

Eg basically something ‘shiny’ or something ‘hanging down’ or something ‘new or insubstantial’.
