Warframe let's players create their own content (heavily controlled around a set of guidelines (including textures/basic design/lore etc) established by the developer). This "Tennogen" content is then voted for on Steam by the community (I'm not sure how much of an impact that voting procedure has on the developers decisions on what to import into the game). The developer then takes about 12 or so community content creations over a 4 month period and puts them into the game.

In order to facilitate Tennogen creations, and make it easier to bring community content into the game, Tennogen creators use a utility provided by the developer; and a set of base assets they can use.

The net result is a) vastly more variation, b) amazing ideas, c) enormous amount of development time can be diverted to other things, and d) both the content creator and the developer get to make some money (one creator received something like $40,000 for his creations; and he only gets like 30% of the sales price).

Some things Frontier could set up for community content:
  • Paintjobs,
  • Decals,
  • Ship kits,
  • Cmdr apparel

I would happily buy community created content that was vetted, approved and implemented by Frontier.
Hell, there's a number of paintjobs on OP's list I really want (the Cutter's two tone Orange and Black ... *drools*).

Decals in particular would be a good way for FDev to test the waters on a more routine community content system (gauging and streamlining the voting, vetting, and implementation process/pipeline) because decals are a simple square texture that doesn't need to conform to UVs which means:
1. FDev doesn't have to release any tools or assets for players to make decals, just a set of guidelines. (aka low/no effort required on FDev's part, so no major diversion of resources and dev time has to occur)
2. Putting a decal in the game should be dead simple because, again, it's just a square image file that slots right into the existing decal locations without needing complicated setup. (again with the low effort required)

If decals are a success then FDev could invest some effort into releasing some base assets and/or utilities to enable community creation of the other content types (full ship skins, kits, etc.).

I'd choose a paint creator anytime.
I've made quite a number of paints in Forza 4, they were okay I guess but some of the creations made by others were simply awesome.
And all your creations could be shared with the community too, either as carpaint or as templates, decals, etc.

My wish for a creator wouldn't be so strong if FD came up with some decent paints themselfs, until now I haven't seen much creativity in their paints, just moving around some rgb sliders for the most part and using certain patterns over and over again.

It's true, I don't like most things in item shop, it's just meh for me and not my taste. Planet Coaster has connection to Steam Workshop and custom skins, even when there are DLC's from Fdevs. Elite should have this option too, especially when we have solo instance.

Many online games have option for custom skins.

These are wonderful work. It would be great if the game has some kind of creators exchange such as Forza offers. Hell, I'd even gladly pay for it as an addon and probably spend more time there than playing.
 
nice paints indeed, unfortunately "painting" a 3D model works a bit different

no........no it is not actually. Ever 'skinned' before?? psd to DDS........ done. Sure, there's a bit more to it than that but in essence if you can draw in 2d, it can be converted to 3d. plenty of software out there to do this for you - you do need all sides of the ship though.

These are great examples of things Frontier could do with paint. Solid color schemes are classy, but for pilots who want some more "zaz" the store leaves much to be desired.
