When and what is the tick?

I've seen states update first, then influence only after a delay. But it all seems to be getting later.

The tick is AWOL again
Detected at 1550 in Colonia system, though caching/propagation is not uniform.
It happened yesterday around 0930 pacific time ... so should be in about 30 min.

16:28 was the 1st detection in our space
And the best part of an hour after that before other systems started giving updated data more often than not.
16:10 - just checked 6 systems, 2 have updated influence. So tick sees to be at a broadly similar time to yesterday; no slippage today.

We had our first at 16:15. I'll keep a close eye on it next tick
Anyone seen server tick yet?
One of mine has gone in the last few minutes.
Edit: Well, the sysmap says 'war is over', though the system I'm sat in disagrees. Then again the sysmap and galnet disagree at the starpoint I'm docked in - even after a complete restart.
Edit2: Around 16:30, though I think I saw market commodities change earlier - not sure if that's a thing
