You can try to activate the service manually. Hit the Windows key and type "services". In the upcoming list search for "DNS Client". Look at its state. If it is running, you have another problem. If not try to start it manually. If it is greyed out, my previous solution should ungrey it and you should be able to start the service.What to do if it already value of 2? And 3 doesn't work. And 4 too. I think only reinstall/clear windows can help with this, but this so funny.
