Maybe you use the fleet carrier to set up a colony:

Steps:
Collect participating friends to be part of a colony "fleet" (not required, but available)
Compile money to purchase a fleet carrier and associated components that will comprise the colony infrastructure at the destination (perhaps a joint fund can be established to cultivate a "fleet" effort...otherwise players will have to donate goods to a trusted player that can be sold and go toward the purchase of the fleet carrier)
Identify a target system
All participants load onto the fleet carrier (or travel separately)
Fleet carrier relocates to the target system.
Deploy (disassemble) the fleet carrier: Some fleet carriers are designed to be converted into a base(s), outpost(s), or station(s) depending on how many components are purchased initially (components are a combo of bases, outposts, or even stations depending on costs for modules you build into the fleet carrier)
Fleet members do coordinated activities to setup of the colony like piloting the components to put the station or base together, landing the planetary base components on a target planet, using SRVs to assemble the base, etc.
Once complete, the owners have the option to "advertise" the base on a news feed and register it into the common map...or they can keep it to themselves for a private base or station. Private bases can issue a "permit" for fleet members use. (Frontier will have to figure out specifics on this with respect to game functionality)
Pay-for-services could also be set up to allow players to set up remote bases with repair facilities, etc. on which other players could land...thereby making it possible to grow a player economy.

This would open up entirely new reasons to play ED... and bring a whole new excitement to the game... for pirates, or explorers, entrepreneurs, Thargoid fighting efforts, etc.

So Disappointed... Look, we own a car right? It runs... put gas in...oil... pay for a tag... tax. Okay....but this FC upkeep is crap. How many of you continue to work toward maintaining your status in your selected faction... I dare say NONE. Why?....because we work our @$$3$ off to get to a higher rank...only to slide back down the stupid hill... NOBODY continuously WASTES THEIR TIME ON THAT ...IT IS dumb. Add to that the fact that the special weapons usually suck. This FC should be expensive...and have some mechanical or system breakdowns periodically...especially when you dont pay for repairs or whatever...but paying 'the man' is . You should have to hire a crew...and I like the idea of NPCs doing that busy work for a fee...but it SHOULD ALL be in the hands of the owner. If he wants to neglect stuff...stuff breaks. This crap about paying the 'government' and pouring BILLIONS into a 'hole in space you throw money into' is AN EPIC FAIL ON THE PART OF FRONTIER. So disappointed. These people actually think people appreciate the in-game burdens. Funny part is, in some cases they are right...but I think they missed the mark on this one. IT WOULD HAVE BEEN BETTER TO PUT MORE DANGEROUS IN ELITE...INSTEAD OF NEGATIVE MOTIVATION TO CONTINUE. Why not make more alien races...or equip players with COMPONENTS (like sensors, or cloaking, etc.) that would allow the game to be more DANGEROUS... more INTERESTING?! NOPE... they make you go in game and ask yourself "what can i think of that might entertain me....maybe I should go mining... maybe I should take some 400 jump trip to nowhere only to carry some virtual passenger to a blue star that looks pretty much like any other...dumb. dumb dumb dumb. THIS GAME COULD ROCK...BUT IT DOESNT! EPIC FAIL FRONTIER...EPIC FAIL.
What I dreamed of was:
The ability to explore with my fleet
A sense of true DANGER when I go out... but if I am equipped and skilled...or in a group... I can accomplish the mission. Elite DANGEROUS should actually be dangerous...not boring or stupid.
The ability to find a system that I could build out...my own system. I should be able to buy things like ships that land on the surface and can be disassembled by the surface vehicles to construct a base.
The ability to DO STUFF THAT IS COOL...not look at the ancient bones of some space spider and go 'wow'...then jump 60 jumps back to the bubble. great. dumb.
The ability to develop that system with FCs, on-planet bases, and AN ECONOMY!!!! PLAYERS SHOULD BE ABLE TO SELL SHIPS, TRADE IN STATIONS (resources or components for credits!!!!!!!!!) we cant. dumb.
The ability to utilize the UC system to show where I am (if I want to) and offer services to other players!
The ability to recover my black box from where I crashed so I dont lose weeks of cartographic data.
The ability to create trade from a FC...like supporting remote locations!!! duh...this means when we buy in bulk we should get a discount...then ship it to our remote location and sell for a profit...like reality! What the HECK is FRONTIER thinking??? oh...they arent.... sorry ...so mad at them on this one. I have been waiting sooooo long for the FC to come out....and EPIC FAIL ON THE CONCEPT. What a teaser... 'here it is folks...you cant afford to do it!!!! muhhhahhahahahahaaahhaha' Screw you FRONTIER.
The existence of a frickin' WHY in the game!!!!! This perpetual busy work, no economy, paying factions with my TIME only to have my rank slip away, and now...the major insult...FCs with fees so high you have to be an in-game Donald Trump to enjoy one. TOTALLY SUCKS FRONTIER...EPIC FAIL...

I have been playing elite since it was green screen wire frame stations... this thing could have been great. It could have been a place where the imagination could thrive. FRONTIER...you stole that.
 
I totally agree with "Donalbane", and I will add that for the one who had created the concept of FCs, where in the real live you have seen that, the cost to maintain something you just buy, will cost you more to a new one in less to one year? where?
The price is so expensive that even if I could rent a FC I will not pay more that 1/3 of the current annual fee price by year and without on-boarding price, like a car or an home.

Also please be more realistic, there are 2 major type of fee, the maintenance (max 20% of the buy price) and the local tax if you park it in an habited area in the bubble (around 10 to 20% by year or zero in an inhabited system).

Don't continue on that way else one day a concurrent will release a product that will kill ED!
Make just a little survey to know how many of us, player of ED from long date now, are playing also NMS, EVE, etc ...
ED could move from a great, to the best space simulation game or die, and believe me or not, I already buy 2 time it to support ED and would be very sad to see him die, please don't kill him!

Make a survey with 10 or 20 things you want to add in the next 5 years and ask us to see in which order they shouid arrive and if the majority want a spicific feature not.

I would love to make a base area on a planet. buy landing pads. buy refining equipment to make metals of out minerals. Make limpets out of metals. Make consumer technology out of metals with a Manufacturing plant.
